The idea of shared services has been popping up a lot lately; most recently, that comes in the form of transfer station services. At the March 4, 2026, Board of Selectmen (BOS) meeting, Stafford’s First Selectman Bill Morrison said he had been approached at least twice by Tolland to explore the idea of sharing transfer station services.

In this case, Tolland does not have a transfer station and Stafford does, which means Stafford would be providing its services to Tolland. What, exactly, that would look like is still a bit of a mystery.

John Whetton, Stafford’s Director of Public Works, asked the selectmen to consider holding an informational meeting to present the different models an agreement like this could take. He said the Town should explore the potential impacts, benefits, and the level of public interest in providing these services to our neighbor to the south.

The meeting would also potentially give Tolland officials a chance to explain the challenges it’s facing. The selectmen agreed to move forward with an informational meeting. So, be on the lookout for an informational meeting in about a month or so to explore this potential source of revenue and goodwill.
