Roof Reimbursement Could Be Coming Soon

For months, Stafford’s Board of Finance (BOF) and Board of Education (BOE) have been wrangling over funds associated with a roof replacement project at the middle school. While the BOE raised questions about whether $180,000 in earmarked funds was used for the project, the BOF continued to ask the BOE to prioritize applying for reimbursement. While the BOE’s questions seemed to have been resolved after a Freedom of Information Act request, the reimbursement from the state still has not been received. That may change soon.


At the October 6, 2025, BOF meeting, board member Tony Pellegrino asked for an update on the reimbursement. Superintendent of Schools Scott Sugarman stated that after the last BOF meeting, he scheduled a meeting with the Office of Administrative Services (OAS) to receive an update on the progress of the reimbursement application. 


According to Sugarman, OAS changed its process and now requires the current Superintendent to sign the application. However, the application was submitted under Interim Superintendent Laura Norbut’s tenure. So, Sugarman has re-signed the application, and the process is moving again. First Selectman Bill Morrison noted that the state still recognizes the original submission date.


Sugarman told the BOF that he expects to hear back in about two weeks. At that point, the town should have a clearer understanding of how much it will receive and when it can expect to receive the funds.
