Town releases list of its vehicles

Town vehicles are a frequent topic of conversation among the Stafford taxpayers who frequent Facebook forums. And, as the Town continues its efforts to increase transparency, and combat online misinformation, it has now released documents listing all of its vehicles and who gets to take them home.


Generally speaking, take-home vehicles are given to employees, especially department heads, who may need to return to work without first going to the office—and, frankly, as a fringe benefit in lieu of an increased salary. At last week’s Board of Finance meeting, Chair Steve Geryk said, “I went through the list myself with the town and there is not one person taking home a vehicle who isn’t on call 24-7, that needs to be coming to the town immediately if something happened.” 



According to the PDF , out of 110 vehicles or pieces of equipment in Stafford’s fleet, 11 vehicles are “assigned essential” — which, in plain English, translates to “are taken home by the people in the positions they are assigned to.” In the table below, the lines highlighted in yellow, which were added by Stafford Free Press, represent the vehicles “assigned essential.” We have also deleted some columns (such as manufacturer and serial number) to show a more concise version of the data, but you can find the original here.

If you view the original document, you may also notice that some of the acquisition dates are missing. Public works Director John Whetton told Stafford Free Press he simply has not been able to locate those dates: “I switched the department to a new, cheaper maintenance software last year; most of those dates originate from that data transfer.” He speculates that the acquisition dates should mostly fall in line with the age of the vehicle.


While most people understand why a police officer is on-call, many often question the building official’s need for a take-home car. Building officials, however, are sometimes required to respond to emergencies like building collapses. They may not happen often, but they do happen, even here in Stafford.


Additionally, the Town released a similar chart for the Water Pollution Control Facility. It’s worth noting, however, that the WPCF has its own separate budget paid for by a separate bill sent to sewer users. In other words, these vehicles and their associated costs are not part of the Town's overall budget. That much smaller list contains only one take-home vehicle, which is issued to the Superintendent of the facility.

What are the options other than providing vehicles?


So, the obvious next question is, what are the options if you do not provide employees who are on-call with a take-home vehicle? Some communities instead choose to pay municipal leaders a vehicle allowance or a fixed sum. If they are not provided with a vehicle, but have to drive for town business, they would be reimbursed by the mile. As of January 2026, the reimbursement rate in Connecticut is 72.5 cents per mile. According to the Department of Energy, the average light truck or van owned by municipalities is driven about 11,000 miles per year. Cars are about the same.


It’s hard to do an exact calculation of what paying for mileage would cost the town because there are so many variables. Some people may not get to take a vehicle home, but would still drive it during the workday. Others who are still on-call, might have commuting miles reimbursed while others would not. But for simplicity’s sake, let’s say an employee who now has a town-owned vehicle drove their personal car 11,000 miles per year on town business, and were reimbursed at $.72 per mile, the Town would pay about $7,920. Now, multiply that by 11 vehicles, and you get $87,120 per year paid just in mileage compensation. If you take a much more conservative number and cut the calculation in half, that yearly amount decreases to $43,560. Still, that's enough to buy a new car.
