The Stafford Democratic Town Committee is proud to highlight two of our candidates for the 2025 Municipal Election, Conrado Ulloa, Candidate for Board of Finance, and Neil Hoss, Candidate for Town Treasurer.

I believe every citizen has a civic duty to contribute time and ideas to the betterment of our community. My journey for social justice and community service began as a teenager in Chile, where I actively participated in the student movement until a military coup abruptly overthrew the democratically elected government in 1973. 


For standing up for my democratic ideals, I spent nearly three years as a political prisoner. In 1976, I became a political refugee in the United States. 


Since then, I have worked with unions, engaged in solidarity causes, and provided social work in Hartford. I also earned degrees in Social Work, a master’s degree in history and international studies from UConn, and a Teacher Certification from the State of Connecticut.


For 15 years, I taught Sociology and History at the Connecticut Community College System. I served as a Social Worker for DCF in Hartford and concluded my professional career as a teacher of Spanish and History at Stafford High School, retiring in 2019. 


For over 20 years, my wife and I organized educational tours for Stafford High students to Western Europe, exposing them to new cultures, languages, and the rich history of old Europe. The impact of these experiences on more than 200 students is best reflected in the words of our former students, their parents, and the school administration.


Having lived in Stafford for nearly three decades, I have served as an alternate member of the Board of Finance for the past eight years, helping the town devise finance policies and navigate the complex budgeting process. I believe Stafford needs to expand its tax base by attracting more businesses and applying for additional government grants to maintain or reduce the taxes our neighbors pay while enhancing the quality of our prestigious school system.


My life and professional experiences equip me with the qualifications to continue serving on the Board of Finance, this time as a democratically elected member. I humbly ask for your vote on November 4. Thank you! GRACIAS.

If you’re looking for a Town Treasurer who has strong community ties and a commitment to service, I hope you’ll consider me for re-election in my fourth term. I’ve dedicated myself to serving the people of Stafford with integrity and financial responsibility.


Having lived in Stafford for many years, I’ve worked to strengthen our community. My time as a selectman has helped me understand town government and make decisions that prioritize residents’ needs. 


In addition to my official roles, I’ve enjoyed coaching youth sports, including the 2010 Little League all-star team, which won the only 12-year-old little league district championship in Stafford history.


I'm also the founder of the Stafford Springs Blues Fest, which celebrates music and community spirit.


My wife, Terry, and I have raised our three children—Luke, Alex, and Catherine—in Stafford, and we’re proud grandparents to Emma (8), Greyson (3), and Nora (2), who live nearby. I’ve been a dentist in Tolland for 31 years, which reflects my reliability and commitment to service—qualities that are important for a Town Treasurer.


I still find time for my passions, like playing baseball, basketball, and guitar. Terry and I recently celebrated our 31st wedding anniversary with a trip to Ireland, which was a wonderful experience. 


I’m not just a name on a ballot—I’m your neighbor, dedicated to the well-being of Stafford, and I would be grateful for your vote to continue serving as your Town Treasurer. Thank you for your support.
